Brazil's Federal Govt supports states in fighting coronavirus
Resolution determines help, in addition to those developed by the Ministry of Health, to those who need to fight Covid-19.
Feb 12, Sao Paulo: Complementary actions by the Federal Public Administration will be offered to the states and the Federal District to face Covid-19. Resolution published in the Official Gazette (DOU) in an extra edition, this Tuesday (9), determines the support of the Federal Public Administration to the states and the Federal District that request help to fight the coronavirus due to insufficiency or exhaustion of capabilities. Government support will be granted without interruption to ongoing actions developed by the Ministry of Health.
Among the measures, which may be requested, are the availability of human resources, the provision of logistical support materials and technical advice. The work will be coordinated by the Crisis Committee for Supervision and Monitoring of the Covid-19 Impacts.
“Brazil is one of the countries that most vaccines against Covid-19 in the world. It is natural, therefore, that the crisis committee, coordinated by the Civil House of the Presidency of the Republic, without altering its powers provided for in the creation decree, seeks at this moment to reinforce the strategy to confront Covid-19 with complementary actions to support the states and Distrito Federal, such as the supply of inputs, materials, logistical support, providing specialized professionals, among other actions ”, explained the executive secretary of the Crisis Committee for Supervision and Monitoring of the Impacts of Covid-19, Heitor Abreu.
How to access
To have access to these actions, states must demonstrate insufficient or exhausted means due to Covid-19 and manifest themselves through the bipartite intergovernmental commission (cib) and/or resolution of the crisis office or similar structure adapted to deal with the plan state contingency for coping with the virus. The justifications must provide for actions and exact dates for execution.
Compliance with the request of state and district governments will be formalized through a technical cooperation agreement of an episodic and temporary nature and will be signed after deliberation by the crisis committee.
“The resolution provides that the activation will be done at the request of the states and the Federal District through technical cooperation agreements within the specific needs of each one. Obviously respecting the autonomy of state governments and the Federal District. In this way, the Government will be able to provide customized solutions to provide support ”, pondered Abreu.
"This resolution provides countless benefits for the population, such as an increase in solutions for coping and quick responses to specific situations", reinforced the secretary.
Crisis Committee
The Crisis Committee for Supervision and Monitoring of the Impacts of Covid-19 was created by President Jair Bolsonaro in March last year. He coordinates actions to mitigate the effects of the coronavirus.
“An example was the Federal Government's assistance to the state of Amazonas, which mobilized different areas of the Government, such as the Ministry of Infrastructure, improving the trafficability of the BR-319, thus allowing the arrival in Manaus of oxygen by land. It is worth mentioning the air logistics carried out by the Ministry of Defense, increasing the oxygen supply capacity for the state of Amazonas. More than 130 flights were carried out, ”said the executive secretary, Heitor Abreu.
