Brazil govt took provisional measure against Covid-19
The Minister of Health detailed actions for the acquisition of the vaccine and immunization plan in a statement.

Jan 9, Sao Paulo: The Federal Government is committed to making vaccination against Covid-19 available to the population as soon as possible. Speaking on a radio and TV channel, the Minister of Health, Eduardo Pazuello, informed that the President of the Republic signed and sent for publication, on Wednesday (6), a Provisional Measure that deals with exceptional actions for the acquisition of vaccines, inputs, goods and services for logistics, information and communication technology.

The standard also provides for:
Coordination by the Ministry of Health of the implementation of the National Vaccination Operationalization Plan against Covid-19;
Training of professionals who will vaccinate the population;
The hiring of vaccines and supplies for vaccination against Covid-19, before the health registration or temporary authorization for emergency use by Anvisa.
"I guarantee that all states and municipalities will receive the vaccine simultaneously, equally and in proportion to their population," said Pazuello.
Vaccination
Pazuello also stressed that the Ministry of Health is prepared and structured in financial, organizational and logistical terms to execute the National Plan for Operationalization of Vaccination against Covid-19.
“Brazil already has about 60 million syringes and needles available in the states and municipalities. In other words, a sufficient number to start vaccinating the population this January, ”he said.
The minister added that the country should receive new syringes from the Pan American Health Organization and another 30 million are being requested from the syringe producers' association.

Purchase of vaccines
The minister also mentioned the acquisition of vaccines for the Brazilian population. “Today we have 354 million doses of vaccines insured for 2021, 254 million doses by Fiocruz in partnership with Astrazeneca, in addition to 100 million doses by Butantan in partnership with Sinovac.”
He explained that the Government is in the process of negotiating with Russia's Gamaleya laboratories; Janssen, Pfizer and Moderna, from the United States; and Barat Biotech, from India.
“It is important to emphasize, as for Pfizer, which has already made its vaccines available in several countries, even in very small quantities, that the Ministry of Health is working with company representatives to resolve the impositions that are not supported by Brazilian legislation, including total and permanent exemption from civil liability for side effects arising from vaccination; transfer of the forum for the judgment of possible legal actions outside Brazil; and permanent availability of Brazilian assets abroad to create a bond fund to fund possible lawsuits, ”he said.
To speed up the vaccination process of the Brazilian population, the Provisional Measure brings rules that make the bidding rules more flexible, allowing the parties to establish the contractual terms, notably, those that deal with eventual advance payment, including the possibility of a loss of value; hypotheses of not penalizing the contractor; as well as other indispensable conditions for obtaining the good or ensuring the provision of the service. The possibility of loss and non-penalty does not apply in cases of fraud, intent and the supplier's exclusive fault.

Production and distribution
The minister added that Brazil is the only country in Latin America that has three laboratories producing vaccines. “In other words, we will also be exporters of vaccines to our region very soon.”
Pazuello assured that the vaccine will be distributed equally throughout the country. "I guarantee that all states and municipalities will receive the vaccine simultaneously, equally and in proportion to their population". And he pointed out: “as far as it depends on the Ministry of Health and the President of the Republic, the vaccine will be free and not mandatory”.
