Brazil channels register more than 105,000 complaints of violence against women in 2020

Sao Paulo: In the month marked by Women's Day, the Ministry of Women, Family and Human Rights (MMFDH) released data on violence against women from the Federal Government's human rights reporting channels. In 2020, more than 105 thousand reports of violence against women were registered on the platforms of Ligue 180 and Dial 100.

Of the total records, 72% (75.7 thousand complaints) refer to domestic and family violence against women. According to the Maria da Penha Law, this type of violence is characterized by an action or inaction that causes death, injury, physical, sexual or psychological suffering for the woman. Moral or property damage to women is still on the list.

The rest of the complaints, 29.9 thousand (28%), refer to the violation of civil and political rights, for example, as a condition analogous to slavery, human trafficking and a private prison. They are also related to freedom of religion and belief and access to social rights such as health, education, culture and security.

For Minister Damares Alves, the numbers show the importance of the channels of denunciations as a way of confronting violence against women in the country. “Our channels work and are increasingly prepared to receive reports from women who are victims of violence. Report it. This ministry is here to welcome, to help, ” he said.

Denunciations of violence against women represent about 30.2% of the total of the more than 349 thousand denunciations made in Dial 100 and Dial 180 in 2020. The channels, coordinated by the National Ombudsman for Human Rights, of MMFDH, receive complaints from violations of various vulnerable groups, such as children and adolescents, the elderly and the disabled.

Profile:

Most of the complaints have victims who are declared to be 35 to 39 years old. The average profile of women who suffer violence according to the reports of the reporting channels still points out that they mainly have completed high school and have an income of up to one minimum wage. Regarding the suspects, the most common profile is white men aged between 35 and 39 years.


The filling of these data is not mandatory during the denunciation. Thus, the average profile of the victims considers only those items in which the complaints had this information provided.


For the National Secretary of Public Policies for Women, Cristiane Britto, the data allow the implementation of concrete actions for women in the country. “The National Human Rights Ombudsman's Office will make it possible for initiatives to come out of theory and for us to be able to build effective public policies based on data. This is exactly what was missing in our country. ”


Confronting violence:

In 2020, the National Secretariat for Policies for Women (SNPM) executed the largest budget for public policies for women in the last five years. There was R $ 123 million in actions to confront violence and train women in situations of social vulnerability, for example. The amount represents 98% of the budget authorized for the year.


"Public policies include expanding the budget, training, encouraging entrepreneurship, tackling violence, fighting feminicide, welcoming and expanding reporting channels such as Ligue 180 (Women's Service Center), in addition to maintaining and building Brazilian Women's Houses (CMBs) ", celebrated Cristiane Britto.

New methodology:

Since the first half of 2020, data on human rights complaints have been released on modern, accessible and interactive platforms. The panels are the result of the improvements achieved with the unification of the call centres of the Dial 100 and the Call 180, which took place in December 2019. The measure allowed the creation of a single database of human rights violations, gathering complaints from the two channels.

“Those who do not know the problem, do not propose a solution. That's what this panel is for: to propose a solution based on data. No more public policies based on guesswork ”, defended Minister Damares Alves.

There was also a change in the collection of complaints. Previously, each call was registered under a protocol number, which contained only one complaint. After the centralization of the central, each protocol started to include more than one complaint, which is defined by the relationship between suspect and victim.

“It is a new historical series that follows technical criteria to clearly portray data on human rights violations and allow the analysis of information with higher quality. This is essential for building more efficient and targeted public policies ”, explained the National Human Rights Ombudsman, Fernando Ferreira.

Dial 100 and Call 180:

Dial 100 and Dial 180 are free services for reporting human rights violations and violence against women, respectively. Anyone can make a report for the services, which operate 24 hours a day, including Saturdays, Sundays and holidays. In addition to registering and forwarding cases to the competent bodies, the Ombudsman's Office receives complaints, suggestions or compliments about the functioning of the attendance services.
