Sep 3, Direct from Ouro Preto, in Minas Gerais, the cradle of Inconfidência Mineira and Cultural Heritage of Humanity, the Federal Government announced the National Plan for the Resumption of Tourism, built in partnership with representatives of the sector. The Plan organizes actions and focuses on two axes: security for Brazil to resume tourism; and jobs to resume the economy.


One of the actions provided for in the plan is to encourage road tourism in Brazil, with new regulations and rules for the sector. The Federal Government wants, for example, to develop a project for the concession of the interstate, intercity and urban highways across the country. The idea is to modernize these structures to better serve the tourist.


The Ministry of Tourism announced that a review should be made of the legislation on tourist mobility and restructuring of tourism in national and state parks throughout Brazil, through concessions to the private sector. The National Plan for the Resumption of Tourism also provides an incentive for states to participate in events that provide or generate business.


To encourage the resumption of the sector, a portal is also planned to launch this year to attract new private investments. “Through this tool, it will be possible, for example, to see where investors can put money, how to invest, which destination is better prepared, which place can receive a large investment. It will be a map of Brazil where the investor will find all the information in a systematic way ”, said the national secretary of Development and Competitiveness of Tourism, of the Ministry of Tourism, Willian França, during the launch of the Plan.


The country's first gastronomic route and a document with religious destinations in Brazil will also be released soon. Rural tourism will also gain prominence, with the launch of rural policy. The Ministry of Tourism also announced that R $ 13.5 million will be passed on to the states to promote their attractions.


Tourism trend

To elaborate on the plan, the Ministry traced a tourism trend after the impacts caused by the coronavirus. The results reveal that road tourism will gain strength and the Brazilian will prefer to make short and regional trips, prioritizing destinations of nature, ecotourism and adventure. Another trend is that the traveller will be more demanding in relation to the biosafety protocols.


Training courses

To better qualify the tourism sector, biosafety courses for professionals should be offered through the Qualifica Mais Turismo Program. Part of these courses will be offered through video classes. “Brazil still has a lot to grow, to improve the qualification of service providers. This goes for the entrepreneur, the tour guide, the waiter, even the maid and the receptionist, ”said the secretary.


Responsible Tourism Seal

The secretary also announced that soon the Ministry will launch a digital platform for tourists to consult which establishments in the sector, such as hotels and restaurants, have the Responsible Tourism Seal.


This product is offered by the Federal Government free of charge and voluntarily to tourist establishments and service providers that comply with the health protocols validated by Anvisa. Just access the Responsible Tourism Seal website. ( http://www.turismo.gov.br/seloresponsavel ) .


“This seal means that the enterprise has taken all measures to prevent the spread, the contamination of the virus so that tourism feels safe to return to consumption. Brazil was the tenth to launch the initiative and today we have more than 20 thousand stamps issued. And our goal is to reach 50,000 stamps by the beginning of the summer, ”added the secretary.


Law Aldir Blanc

Another measure to boost the sector in the country was the allocation by the Federal Government of R $ 3 billion to support the cultural sector, through the Aldir Blanc Law, which offers a kind of Emergency Aid to assist cultural workers. According to the secretary, by the 26th of September, all 27 units of the federation will have already received the resources of the Aldir Blanc Law.


According to secretary Willian França, tourism has been one of the most impacted by social distance. "Tourism today is experiencing an unprecedented crisis, because it was the first sector to be affected and, according to the studies we have, it will be the last to recover fully," he said.


Between March and April this year, according to the Brazilian Institute of Geography and Statistics (IBGE), the sector recorded a 68.1% drop in growth.


Last year, tourism accounted for 8.1% of the Brazilian Gross Domestic Product (GDP), which is the sum of all the wealth and goods produced in the country. It was responsible for generating 7 million direct and indirect jobs. The index of tourist activities in Brazil grew 2.6% and the sector registered a growth of 2.2% in revenues.
