Nov 13, Brasilia: Poverty decreased from 25.3% to 24.7% of the Brazilian population between 2018 and 2019. This is what IBGE's Synthesis of Social Indicators (SIS) showed. There are millions of people who have ascended. These are the people who lived on up to $ 5.50 a day last year. The survey also revealed that extreme poverty, which includes those with a daily income of up to $ 1.90, remained stable at 6.5% in the same period.

The Synthesis of Social Indicators also points out that 11.8% of the population lived in 2019 with up to a quarter of the minimum wage per capita monthly (about R $ 250) and almost 30% with up to half the minimum wage per capita per month (R $ 499).

For the first group, social programs such as Bolsa Família and the Benefit of Continued Provision (BPC) accounted for more than a third of total earnings last year.

The drop from 12% to 11.7% in the unemployment rate between 2018 and 2019 also helps explain the decrease in poverty, since, in addition to social programs, work is an important source of income. Occupations, both with a formal contract and without a formal contract and on their own account, grew. “The improvement in the labour market brought more income and contributed to the best result in relation to poverty. Extreme poverty depends more on social programs and, generally, they are people who have not been able to enter the job market ”, points out João Hallak, coordinator of SIS.

Social programs fulfil the function of providing conditions for people in extreme poverty to subsist and seek employment, as explained by Luanda Botelho, an analyst at IBGE's Social Indicators Management. “People have to be able to leave home to look for a job, have someone to leave their children with, eat and take transportation.”

School attendance

In all age groups, from 0 to 17 years old, school attendance has grown since 2016. SIS showed that the coverage of education was more accelerated in daycare centres (children from 0 to 3 years old), which reached 35.6% last year. In the 15 to 17 age group, the country reached, in 2019, a gross school attendance rate of 89.2%, with an increase of 2 percentage points compared to the data recorded in 2016.

The proportion of students who attended the education level appropriate to the age group or who had already completed this level of education also advanced in Brazil between 2016 and 2019. The indicator grew 1.6 percentage points among young people between 18 and 24 years old, indicating that 25.5% of these students had already completed or were attending higher education courses in 2019, against 23.9% in 2016.

The Synthesis of Social Indicators is annual and started in 1998. The research aims to map inequalities in the country to generate subsidies for the elaboration of public policies. They are data on the economic structure and the labour market; standard of living and income distribution; and education.
