Oct 1, Social assistance: The date on which the International Day of the Elderly is celebrated and the 17 years of the Elderly Statute, the advances and challenges for the realization of the rights of this portion of the population were the topics of discussion among experts and representatives of the Federal Government.


“We need to go a long way, but this law into practice and this will only happen when Brazilian municipalities effectively embrace the cause of the elderly. It is necessary that this statute be better known, fulfilled and put into practice in what it advocates ”, said the national secretary of Promotion and Defense of the Rights of the Elderly, from the Ministry of Women, Family and Human Rights, Antônio Costa, to the participants in the webinar "17 years of the Elderly Statute: advances and challenges in realizing the rights of the elderly in Brazil".


The activity is part of the National Week for the Promotion of the Rights of the Elderly, which began on Monday (28) and runs through October 2. The mobilization is promoted by the Ministry of Women, Family and Human Rights.


In Brazil, 13% of the population is elderly, which means 28 million people aged 60 or over, according to data from the Brazilian Institute of Geography and Statistics (IBGE). The projection is that, in 2043, a quarter of the population will be over 60 years old. Therefore, having public policies and guaranteeing, in practice, the fulfilment of the rights of this portion of the population is increasingly urgent.


“With life expectancy increasing, it is necessary to unite municipalities, states and the Union to draw together policies for the protection of this population. Public policy is necessary to give sustainability to this great reality ”, said Secretary Antônio Costa.


The secretary presented ministry actions aimed at the elderly, such as the Living Program - Active and Healthy Aging for digital and social inclusion. "We contemplate 101 municipalities in 25 states and R $ 6.9 million were invested," said Costa.


The secretary also mentioned the Solidarize-se program, the support for structuring the councils for the elderly in states and municipalities and the training of managers and counsellors.


Elderly Statute: Created by Law No. 10,741, of October 1, 2003, the Elderly Statute ensured two fundamental principles: integral protection and absolute priority, which reveal the respect and relevance that the Brazilian State gives to the elderly population.


Resources for Long-Term Care Facilities for the Elderly

The Federal Government has open enrollment for institutions interested in receiving emergency funds to minimize the impact of Covid-19. R $ 160 thousand will be allocated to Long Term Care Institutions for the Elderly (ILPIs). The deadline to register ends this Saturday (3).


According to the balance presented during the webinar, among the LTCFs that registered, at least 1.6 thousand are able to receive the resource, benefiting 56 thousand elderly people.


“This money is already available here in our ministry and we will pass it on directly to the institutions. But the institutions have to register on the ministry's website, ”said Minister Damares Alves in a recorded video to call the institutions to register to access the resource.


The minister made an appeal for the population to help take this information to all institutions that care for the elderly in the country. “Unfortunately, I know that there are institutions in the interior of Brazil that does not yet know about this resource. If you know an institution in your city that welcomes the elderly, call and ask the leaders if they have already registered, ”he said.


The R $ 160 thousand will be apportioned among qualified institutions in an equal amount of extraordinary credit. The distribution will consider the number of elderly people served.


The release of the money is part of the second act of the Solidarize-se program. Another R $ 5 million, invested in the first action of the program in the form of donations for 500 ILPIs, has already resulted in the delivery of 239.5 thousand masks, 22.3 thousand food baskets and 11.5 thousand hygiene kits.
