Sep 24, During the "National Forum on Child and Youth Lethality", held on Thursday (23), the National Secretary for the Rights of Children and Adolescents, Maurício Cunha, announced the publication of a call for proposals to select institutions that will develop projects aimed at reducing deaths of children and adolescents in Brazil. The Ministry of Women, Family and Human Rights, in partnership with the United Nations Development Program (UNDP), will allocate R $ 10 million to the initiative.


Among the objectives is to reduce school dropout and family participation in the development of young people. “We want to privilege in this experience, mainly, the role of the family and the strengthening of its protective skills. There is no protected childhood without strong families, ”said the secretary.


To demonstrate the importance of education as a way to reduce deaths, Maurício Cunha cited data that estimate a 2% reduction in the homicide rate in the municipalities for every 1% more of youths between 15 and 17 years old in schools. "No child or adolescent should be out or afraid to go to school," noted the secretary. The figures are part of a study by the National Public Security Secretariat of the Ministry of Justice (MJ) and the Institute for Applied Economic Research (Ipea).


The Minister of Women, the Family and Human Rights, Damares Alves, emphasized that the death of children and adolescents must be stopped. “We are having war casualties in Brazil. We are killing more children and adolescents than countries that are at war, ”said the minister. And he added: “We are facing one of the greatest tragedies in this nation”.


The secretary also detailed data from the 2019 Atlas of Violence. The figures reveal that, of every 10 boys aged 15 to 19 years who died in Brazil, six were victims of homicide. Cunha also pointed out that, since 2012, the homicide rate of adolescents has been higher than that of the general population. "This is a phenomenon that needs to be tackled urgently," he said.


For Maurício Cunha, it is necessary to look carefully at the most vulnerable territories and build an intersectoral protection network involving government, society and families that addresses diverse areas such as employment, income, public security, human rights and drug policies. "Violence is a multi-causal phenomenon, so initiatives that aim to tackle or prevent it require multisectoral and integrated interventions," he said.


Protection program

Coordinated by the National Secretariat for the Rights of Children and Adolescents, the Program for the Protection of Children and Adolescents Threatened with Death has already protected more than 12.6 thousand people across the country. From the last assessment, from 2003 to May this year, Initiative included around 4,700 children and adolescents and more than 7,800 family members in the actions carried out by the program. The program is implemented in the states through agreements between the Ministry of Women, the Family and Human Rights, state governments and civil society organizations.
