Land tenure regularization will give the owner the duty to preserve the environment, says Mourão

Land title guarantees access to credit and production support policies, increasing producers' incomes



Nov 2, Brasilia: The land regularization process in the Amazon should be accelerated as of December this year. The expectation is that the regularization will reach more than 700 thousand families of settlers and about 200 thousand families that live in precarious possessions in the region.


The information is from the president of the Institute of Colonization and Agrarian Reform (Incra), Geraldo Melo Filho, who, on Monday (26), was the guest of vice-president Hamilton Mourão, in the program Inside the Amazon, which goes to air weekly on Rádio Nacional.



“By the end of the year now, our land regularization actions are being accelerated and, even before the end of the year, the first field actions will be taking place in the Amazon with a task force in Rondônia and Pará with the first issues of bonds happening, ”said the president of Incra.


With the title of the land in hand, families now have access to public policies with credit and technical assistance. “It is an action that generates wealth for these families. We are dealing with the richest region of the country, which, in practice, has people with the lowest HDI [Human Development Index]. It is not befitting. You have enormous natural wealth, but people are not able to enjoy these riches ”, evaluated Geraldo Melo.


Vice President Hamilton Mourão, who also chairs the National Council for the Legal Amazon, recalled that land tenure regularization brings benefits, but also duties regarding environmental preservation on properties and accountability for illegalities.



“The group that illegally deforested will not receive a land title, no. So, try to replant what you dropped. The titling of the land is a marriage, you will receive a role that makes the permanent union with that land that you are inhabiting and becomes responsible for everything that happens on it. It is not only the benefit, it also has what each of us has to do to preserve the environment ”, said Hamilton Mourão.


“From there, financing and technical assistance arrive, then, instead of just having less than one head of cattle per hectare, we will put five, six, and productivity will increase, and the income of our rural producer as well” , completed Mourão.


To obtain the land registration, it is necessary to comply with the Forest Code, which requires 80% preservation on rural properties located in the Legal Amazon region. With the area regularized, the owners will have to answer for any irregularities, such as fires or illegal deforestation, that may occur on the land.



Amazon Council

The next meeting of the National Council for the Legal Amazon is scheduled for November 3, with the participation of ministers to discuss issues related to the preservation of the region.


According to Hamilton Mourão, Operation Verde Brasil 2 should be extended until April 2021. The operation started in May with the objective of preventing and suppressing environmental crimes in the Legal Amazon and would be closed in November


"We have the resource and the resource is sufficient to arrive until April," said Mourão in an interview with journalists early on Monday. “We need to continue because we want to enter a virtuous cycle of falling deforestation. It is our commitment to take this down. And to take down, there must be people in the field, supervising it ”, he added.
