Sep 1, On Monday (31), the Ministry of Citizenship signed a technical cooperation agreement with Dataprev and the National Council of Justice (CNJ) to make the Emergency Aid contestation processes more efficient and faster. The document provides for the integration of data between the Executive and Judiciary branches, allowing judges to access the information that resulted in the process of denying the benefit. The agreement was signed by the Minister of Citizenship, Onyx Lorenzoni, the President of the National Council of Justice, Minister Dias Toffoli, and the President of Dataprev, Gustavo Canuto.


“This agreement is essential so that we can continue to build services for all those who are entitled to Emergency Aid and without the need for judicialization. It will speed up and simplify the process, and we, the Federal Government, will comply with all the determinations of the Judiciary Power because our spirit is one of cooperation. This is what the country needs to respond to this very difficult moment ”, highlighted the Minister of Citizenship, Onyx Lorenzoni.


According to the CNJ, there are currently 93,000 cases in the Judiciary with the theme Covid-19, most of which refer to Emergency Assistance. Thus, the cooperation term aims at a strategic crossing of data that facilitates the internal workflow in the Justice and, consequently, in the Federal Public Defender's Office, which is making requests to contest the benefit.


The president of the National Council of Justice, Minister Dias Toffoli, stressed that the term signed on Monday is the result of the commitment and mutual cooperation between the powers. “The agreement will make it possible to share information from participating institutions and the consequent crossing of data, to enable the Judiciary bodies to fully understand the functioning of the analysis and granting of the benefit. In this way, we will ensure greater speed and efficiency in these cases, ”said Toffoli.


Dataprev will provide the Judiciary with access to the management consultation system and the analysis of benefit requests so that magistrates can understand how the whole process works. “It is another partnership of the company to fulfil its mission that, through technology, the citizen can exercise his citizenship. We will make additional crossings of those who have sued the courts. With this, the Judiciary Branch will be able to concentrate its efforts on the lawsuits of people who are still ineligible. Leaving no one behind is our constant concern, from the Ministry of Citizenship and also from President Bolsonaro ”, highlighted the president of Dataprev, Gustavo Canuto


As of this Monday, 67.2 million Brazilians have benefited from Emergency Aid, directly or indirectly impacting more than 140 million people, which represents more than half of the country's population. The average rate of non-compliance is 0.44%.


The Federal Government's investment exceeds R $ 200 billion and, according to the Minister of Citizenship, this amount should reach R $ 260 billion by the end of the program. The payment of R $ 600 or R $ 1,200 is intended for informal workers, individual microentrepreneurs, self-employed and unemployed, members of Bolsa Família and people enrolled in the Single Registry of social programs of the Federal Government.


Other partnerships have already been made by the Ministry of Citizenship to promote more efficiency, agility and precision in the payment of Emergency Aid. In May, the Ministries of Citizenship and Justice signed a technical cooperation agreement to implement preventive and repressive actions against benefit-related fraud. The agreement allows the sharing of information from databases necessary to verify the requirements for granting the Aid referred to in Law No. 13,982 .
