Electricity was restored in 10 municipalities in Amapá

Federal Government fully supports state authorities and the needs of the population after a fire in the Macapá substation that affected 13 municipalities

Nov 10, Brasilia: Of the 13 municipalities in the state of Amapá affected by the fire at the Macapá substation on November 3, 10 had their electricity restored by the weekend. The Federal Government, under the guidance of President Jair Bolsonaro, fully supports local authorities and the needs of the population.


On Saturday (7), the Minister of Mines and Energy, Bento Albuquerque, visited the substation damaged by the fire. Then, he met, at the headquarters of the government of the state of Amapá, with representatives of state and federal institutions (including the legal area), who are acting in the actions of restoring energy.



Also on Saturday, Navy ships and Air Force planes began arriving in Macapá, taking generators, fuel, health professionals and food. Army military personnel expanded their operations in the state. The actions are part of Operation Amapá, activated by the Ministry of Defense, to coordinate the use of the Armed Forces to support actions resulting from the lack of energy in the area.


The FAB's C-130 Hércules and KC-390 planes have so far transported six generators to Macapá. On Friday (6), the aircraft had already taken two generators to Amapá, a cart and a tractor to transport the generators. In total, FAB aircraft have already delivered around 29 tons of material to Macapá.


The auxiliary ships Pará and Patrulha Guanabara, of the Command of the 4th Naval District, should arrive, this Monday (9th), in the city of Santana (AP). The Multi-Purpose Landing Ship Bahia, from the Brazilian Squadron, is expected to arrive in the Amapá area as of Wednesday (10). They transport health professionals (including doctors and dentists), divers and about 150 Marines, as well as food, medicine and fuel. After the landing of material, fuel and personnel, the Auxiliary Ship Pará will return to Belém, to promote the transport of 70 tons of material offered by the Government of Pará. The cargo must be delivered to Amapá as of Thursday (12).


Two Super Cougar helicopters, from the Navy, are already available at Macapá Airport to provide support for transporting personnel and material. Over the weekend, they supported inspections by the Minister of Mines and Energy and the delegation.



The Brazilian Army currently employs 360 military personnel and 12 vehicles in the operation. The Command of the 22nd Jungle Infantry Brigade remains involved in the following actions: support for transporting fuel to state and municipal hospitals in the capital and municipality of Santana; water distribution and assembly of basic food baskets, together with the Civil Defense; support in the installation of generators in Covid-19 laboratories and treatment clinics; assembly of accommodation; and, through coordination, support in other needs of the Amapá Civil Defense bodies that will be acting in the operation.


Timeline

• On 11/3, a fire in a substation located in Macapá (AP) caused an interruption in the power supply to 13 of the 16 municipalities in Amapá.

• On 11/4, the Ministry of Mines and Energy implemented a crisis office. The City of Macapá decreed a state of public calamity in the capital due to the blackout. In addition, the mayor announced the availability of six tankers and issued a new decree authorizing the operation of gas stations 24 hours a day (which could only operate before 6 am to 10 pm, due to the restrictions imposed by combating Covid-19).


• On 6/11, the state government decreed a state of emergency in 13 municipalities and formally listed the priority demands to be considered by the Crisis Office via letter.

• Since the dawn of 7/11, the energy supply has been partially restored. On the afternoon of 7/11, the Federal Court of the 1st Region determined that the company Isolux, the company responsible for the substation affected by the fire, completely reestablishes the supply of energy in the state of Amapá in up to three days, under penalty of a fine.

• On November 8, Companhia de Eletricidade do Amapá (CEA) released a schedule of energy rationing until the electricity supply is completely restored. Eletronorte teams were deployed to assist in the work. The company was authorized to contract, on an emergency basis, 60MW of thermoelectric generating units to restore power supply in the region.
