Sep 16, Brazil has advanced in the Basic Education Development Index (Ideb) 2019 in all stages of teaching. High school was the one that had the biggest advance. The result was released on having ça today (15) by the National Institute of Educational Studies Teixeira (INEP), under the Ministry of Education.


In 2017, the national indicator of the quality of secondary education was 3.8 points. In 2019, it reached 4.2 points. The improvement in the approval rates was responsible for the result as well as the results of the evaluation of this teaching stage in the Basic Education Evaluation System (Saeb). The study included 28,800 schools, with the majority of the 7.5 million enrollments being in the state network.


Since 2009, high school averages were practically stagnant for the subjects assessed: Portuguese and Mathematics. But in the 2019 edition, grades rose 10 and 7 points, respectively.


“We are moving towards the end of an evaluation cycle. In 2021 it will be the last application of the current Ideb. In 2022, we will be making the last announcement, dissemination of the traditional Ideb, and with that, we will be able to see what the Union, the states and municipalities have done, together, since 2007, when these goals were agreed, and which state we will deliver education in 2022 ”, said the president of Inep, Alexandre Lopes.


Measured every two years, Ideb is the main indicator of the quality of Brazilian education. The index is calculated from the data on approval, obtained from the School Census, and from the results of the National Basic Education Assessment System (Saeb). The final index ranges from 0 to 10.


In order to have a good result at Ideb, it is necessary to have low failure rates and dropout and good results at Saeb. Schools, municipalities and states have their individual goals, calculated based on each socioeconomic reality.


The Minister of Education, Milton Ribeiro, asked for attention to the numbers and said that he is open to dialogue. “We look very carefully about each region, each state in a very impartial way and all based on non-fictional numbers, on very true numbers,” said Minister of Education, Milton Ribeiro.


“I repeat what I have said, in the Bolsonaro government we are not owners of the truth, we have a line, a purpose in relation to education in relation to principles, values, but I believe that each educator, the secretaries can help us and the doors of MEC will be open to all representatives of education in Brazil, states and municipalities ”, he stressed.


Ideb by teaching stages

Despite Ideb 2019 showing advances in all stages of education, only in the early years of elementary school, did it fulfil the established national quality goal?


In the early years of elementary school, the index hit the national target of 5.7, going from 5.8 in 2017 to 5.9 in 2019. This stage of education has 15 million students and 109 thousand schools. Nine Federation units achieved Ideb greater than or equal to 6 in the initial years of elementary school. São Paulo had the best performance, with 6.7 points.


In the final years of elementary school, Ideb advanced from 4.7 in 2017 to 4.9 in 2019. However, it was below the target set for the 5.2 stage. In this phase, 61.8 thousand schools and 11.9 million students are tested. Seven states managed to fulfil their individual goals, among them, Goiás, Amazonas and Alagoas.


In high school, the goal was 5 points. In 2019, the index was 4.2 compared to 3.8 in 2017. The highlight was Goiás, the only state to reach the individual target.



Saeb 2019

Through tests and questionnaires, Saeb reflects the performance levels of the group of students evaluated in Portuguese and Mathematics. About 5.6 million students participated in this edition of Saeb, which represents 80% of the expected total. Of the 72,990 schools planned, results from 62,769 were released.


Nine units of the Federation managed to reach the averages of Brazil in all disciplines and teaching stages: Federal District, Goiás, Espírito Santo, Minas Gerais, Rio de Janeiro, São Paulo, Paraná, Santa Catarina and the Rio Grande do Sul. almost all states in the North and Northeast of the country were below average.


The performance of Brazilian high school in Saeb 2019 was the best among the teaching stages. Elementary education grew in the mathematics averages and the average of the final years of the stage also evolved in Portuguese.


The president of Inep recalled that this year changes were announced in Saeb. “With the new Saeb, assessments will be made in all years of basic education, from the 2nd year of elementary school to the 3rd year of high school. Assessments will take place every year and no more every two years. In all areas of knowledge, too, we will no longer be restricted to Portuguese and Mathematics, ”explained Alexandre Lopes. According to Inep, the changes will be implemented progressively over the next five years.
