Nov 18, Brasilia: The Ministry of Mines and Energy (MME) entered into a technical cooperation agreement with the Federal Public Ministry (MPF), with the objective of joining efforts to implement actions and measures aimed at sponsoring the public interest and national development in the sectors of electricity, mining and mineral transformation, oil, natural gas and biofuels.

The document was signed by Minister Bento Albuquerque and the Attorney General, Augusto Aras, on Monday (16).

“The agreement will enable workshops and technical integration between the Ministry of Mines and Energy and the Federal Public Ministry, facilitating the access and understanding of MPF members to the technicalities inherent to the energy sector”, explains the Attorney General. According to Aras, the commitment materializes dialogue, harmony and integration between Brazilian institutions.

The term provides for the exchange of information and technical subsidies between the two institutions, to improve the performance of the agencies, in addition, to support for training actions. In disputes involving the sector, MPF and MME undertake to seek a legal solution compatible with the public interest and with national development in each case, honouring the principles of proportionality and reasonableness.

The two bodies will prepare a Work Plan detailing the actions resulting from the agreement. Activities should contribute to the issuance of guidelines that ensure the regulatory governance of the sectors of electricity, mining and mineral transformation, oil, natural gas and biofuels, with the improvement of regulatory frameworks and the mapping of good international practices.

The term also provides for the preparation of studies to increase competitiveness in the sectors involved and expand the opening of markets. The idea is that the agreement will result in the reduction of disputes between the two bodies and provide an environment of greater legal security, stability and predictability, with an improvement in the offer and provision of services to the population. The agreement is valid for 24 months, extendable.
