New airport rules in Brazil are valid from the Dec, 30th

To enter the country by air, travellers from abroad must complete the Traveler's Health Declaration (DSV) and present a negative test for Covid-19.

Dec 28, Sao Paulo: Travellers from abroad must complete the Traveler's Health Declaration (DSV) and submit a negative test for Covid-19. The measure was published in the Official Gazette (DOU), in Ordinance No. 630, of December 17, 2020, of the Presidency of the Republic and ministers of Justice and Public Security and Health.

The standard meets the recommendation of the National Health Surveillance Agency (Anvisa) for health reasons related to the risks of contamination and dissemination of Covid-19.

Traveller's Health Statement (DSV)

Before departure to Brazil, the traveller must present to the airline the e-mail confirming the completion of the Traveler's Health Declaration (DSV), printed or digitally.

The purpose of the declaration is to know the health situation of the traveller before boarding.

When filling out the DSV, the traveller also indicates that he agrees to comply with the sanitary measures adopted by the Brazilian authorities during the period in which he is in Brazil. Failure to comply with the provisions of the ordinance will result in civil, administrative and penal liability for the offender, and, in the case of foreigners, immediate repatriation or deportation and disqualification of a request for refuge.

Travellers from abroad who do not carry DSV will not be allowed to enter Brazil.

RT-PCR test

Before embarking for Brazil, the traveller must present to the airline a report of the RT-PCR test with a negative / non-reactive result for the new coronavirus.

The RT-PCR test must be done up to 72 hours before departure to Brazil.

A traveller coming from abroad who does not carry the RT-PCR test report with a negative result or if the test report has a positive / reagent result for the new coronavirus will not be allowed into Brazil.

Doubts:

Do Brazilians also need to present the declaration and the test?
 
The measure is applied to both Brazilians and foreigners of any nationality. Brazilian travellers and foreigners from abroad can only enter the national territory with the presentation of the negative test for Covid-19 and the DSV.
Should travellers comply with isolation or quarantine?
 
Ordinance No. 630/2020 did not establish the need for quarantine or isolation for travellers arriving in Brazil. However, Anvisa advises that travellers pay attention to their own health and, in the event of the appearance of symptoms characteristic of Covid-19, seek medical attention. The measures apply to travellers coming from abroad by air.
